The April 2008 death of a patient neglected for nearly 24 hours at Cherry Hospital in Goldsboro and postponing a move of patients from Dorothea Dix Hospital in Raleigh to the Central Regional Hospital, the state's new mental facility in Butner, helped reveal deep-rooted issues in the state's mental health care system and left at least one facility without federal funding.
