Q: I saw that you answered a question about maximum class size for grades 4-9. What is the legal maximum class size for grades 1-3?

A: Grades K-3 in North Carolina can have an average maximum of 21 students per teacher. However, individual classes are allowed to have up to 24 students as long as the grade level average stays at 21, according to the state Department of Public Instruction.
As you noted, we previously received a question about class size in grades 4-9. Those grades can have an average max of 26 students per teacher. Individual classes can have up to 29 students as long as the grade level average stays at 26. P.E. and band classes are exempt from the policy.
