As the governor of Louisiana, I could only fathom you would want any resources possible from the Federal Government available to help protect the citizens of your state from devestating hurricanes. I would assume that you think weather satellites are important tools for protection.
In the realm of things, $140 million for Volcano Monitors is not a lot of money, especially if it's going to potentially save lives. This is new technology that could do this.
I know you have no volcanoes in Louisiana, and can't think of any off-hand in India either; perhaps you should read up on the subject. You said last night, "Come on, what is volcano monitoring anyways?" It was tasteless to render this as "stupid" and "waste" and then laugh about it.
