Duke doesn't do a good job of keeping the right of ways cleared. Our power went out 6 times in April/May not due to storms, but just vegetation growing into the wires. A crew finally cleared throughout the neighborhood in June.

agreed! I am no longer surprised when I come home and find the power was off during the day or is still off.

I honestly do not know what could be different from Progress Energy just being taken over by Duke, but I have had more power outages in the last year than I did in the last decade with PE - and that includes those two bad ice storms in 2002 and 2005.
