Moped bill advances without insurance provision

A bill that would require moped owners to register their vehicles is headed to the House floor without a provision that would have required riders to have insurance.

RALEIGH, N.C. — Moped owners would have to register their vehicles with the Division of Motor Vehicles but would not have to carry insurance under a bill the House Finance Committee approved Thursday.
As originally drafted, House Bill 1145 would have required moped owners to carry insurance, and backers of the bill say they still think such a requirement would be a good idea. 

Rep. Phil Shepard, R-Onslow, told the committee about a constituent whose car had been hit and damaged by a moped recently. The moped rider had no insurance.

"Her insurance had to pay for the damages," Shepard said. 

Instead of including the insurance provision, the bill would now require a study of how to impose an insurance requirement on mopeds. 

The bill, which has already passed the House Transportation Committee passed on a voice vote and is headed to the floor.
