Monday Wrap: The state of the state is acrimonious

— Gov. Roy Cooper delivered his first State of the State address on Monday night and tried to find common ground with Republican lawmakers on issues from expanding broadband in rural areas to fighting opioid abuse to raising teacher salaries.

But he also criticized GOP tax policies, which he said were getting in the way of making needed investments in the state, and the ongoing impasse over repealing House Bill 2, the state law dealing with LGBT rights and the use of public bathrooms by transgender individuals.

Senate President Pro Tem Phil Berger gave a blistering GOP response, laying out Republican accomplishments in recent years and saying Cooper and the media have sabotaged other efforts to move the state forward.
