RALEIGH, N.C. — Wake County lawmakers heard from dozens of people about the effort to void Raleigh's lease of the former Dorothea Dix site and bills that would change the ownership of local schools and the way school board members are elected.

Meanwhile, the State Treasurer's Office released a legal opinion that legislation shifting control of Charlotte-Douglas International Airport from the city to a regional authority. The move could mean lower bond ratings and higher borrowing costs for other government entities statewide, according to the opinion.
