Monday Wrap: Let the wild rumpus begin
The annual rite of budget wrangling begins in earnest Tuesday after the House rolled out its proposed $22.25 billion spending plan for 2016-17 late Monday.
Posted — UpdatedThe proposal would give an average 4 percent raise to teachers, with those in the middle tiers of experience getting bigger increases than beginning teachers and the most veteran educators. State workers would receive an average 2 percent raise, and retirees would get a 1.6 percent cost-of-living adjustment.
The budget also would begin to phase in increases for the standard deduction on state income tax returns over the next four years.
The House Finance and Appropriations committees will spend much of Tuesday reviewing and tweaking the budget so it can be voted on by the full chamber on Thursday and Friday.
Meanwhile, the House gave preliminary approval Monday night to a measure that would allow several Wake County towns to set up a process for turning over retired police K-9s and horses to their handlers or specialized rescue groups after they retire.
