RALEIGH, N.C. — With time running out until the new budget year, House and Senate leaders finally agreed on a stopgap spending measure to keep state government operating until a final budget can be agreed upon.

The House passed the continuing resolution late Monday, and the Senate was expected to vote on it Tuesday morning so it could be rushed over to Gov. Pat McCrory and signed into law before 11:59 p.m. Tuesday.

The CR keeps spending at current levels, although it warns agencies that some adjustments could be made in the coming weeks.

The 45-day resolution gives lawmakers about five weeks to hammer out a compromise spending plan for 2015-16 – they plan to take next week off.

McCrory asked for a shorter time frame, but lawmakers had been discussing 60- and 90-day CRs.

In a letter sent to lawmakers Monday, the governor also said he doesn't support the tax overhaul plan included in the Senate budget and asked that Medicaid reform and business recruitment incentives be handled separately and not as part of the budget.
