RALEIGH, N.C. — Budget negotiations continue behind closed doors, but leadership in the House and the Senate are starting to speak publicly about the process, expressing varying degrees of optimism or pessimism that a deal can be in place by June 30.

Meanwhile, the Senate gave final approval Monday to bills that would restrict wind farm development in areas that military bases use for training flights and would allow crowd-funding of small start-up companies.

The House gave final approval to beach bingo regulations and a resolution with little practical impact pledging that members would uphold the Bill of Rights.
