— Police charged a man with disorderly conduct and other crimes after he allegedly exposed himself to a police officer in downtown Raleigh's Moore Square Park and threatened to rape children.

Richard Donnell Mangum, 46, was also jailed under a $3,000 bond on misdemeanor charges of intoxicated and disruptive behavior and indecent exposure.

An arrest warrant alleges that Mangum was in Moore Square on Sunday shouting profanity-laced threats about police officers and their families and also yelled at others in the park that he was going to kill them and rape their children.

According to court records, Mangum has been arrested multiple times on similar charges this year.

Exposed himself to an officer? Well, I've got to admire his level of commitment.

The city really needs to do something about that park and all the homeless people who just hang out there waiting for the shelter to open back up for the evening. I work a lot of events downtown and we always have a few issues with the homeless around the park. Raleighs homeless problem isnt as bad as some citys but it doesnt appear to be getting better. And before you make it political, Bev didnt do anything for them either
