Man accused of threatening children at Raleigh park

Police charged a man with disorderly conduct and other crimes after he allegedly exposed himself to a police officer in downtown Raleigh's Moore Square Park and threatened to rape children.

RALEIGH, N.C. — Police charged a man with disorderly conduct and other crimes after he allegedly exposed himself to a police officer in downtown Raleigh's Moore Square Park and threatened to rape children.

Richard Donnell Mangum, 46, was also jailed under a $3,000 bond on misdemeanor charges of intoxicated and disruptive behavior and indecent exposure.

An arrest warrant alleges that Mangum was in Moore Square on Sunday shouting profanity-laced threats about police officers and their families and also yelled at others in the park that he was going to kill them and rape their children.

According to court records, Mangum has been arrested multiple times on similar charges this year.
