— Police have charged a man suspected of using a cellphone to record up a woman's skirt.

Pierre Ulysses Coley, 26, of 4604 Morning Glory Way, Rocky Mount, was arrested Wednesday on a felony charge of secret peeping in connection with an Oct. 12 case that happened at a Target on Old Wake Forest Road in Raleigh.

Coley was jailed at the Wake County Detention Center under a $15,000 bond.

According to court records, Coley pleaded guilty last year to misdemeanor charges of secret peeping – a Wake County case from last year and a Nash County case in 2012 – and received 127 days in jail with credit for time served.

His name is not on North Carolina's sex offender registry, however, because a conviction on the charge does not automatically require it. A 2004 law, however, does allow a judge to require a defendant to register after two or more peeping convictions.

Raleigh police said tips received from media coverage helped investigators make an arrest in the case.

If someone is stooped down pretending to "tie a shoe" while you walk by or drops something on the floor to pick it up...those are real good clues.

I know right? Not to imply I'd want to, rather it would seem very hard to do. Cellphone are big and bright now days, and when held in hand are much higher than the bottom of a skirt, so yeah.. that question does come to mind.

Yes, this behavior is stupid and immature, but it has its roots in something far less trivial.

A person who behaves as this man allegedly did believes he has the right to invade the privacy and personal space of whomever is around him. He thinks of himself as being more worthwhile than the people in the bodies he views. It's an ugly power trip that is part of a larger continuum of denying agency to people who are different from himself.
