Louisburg man charged with exposing self at store

— A Louisburg man faces accusations that he exposed himself to a female employee inside a Rocky Mount store last Wednesday.

A 24-year-old woman told police that a man approached her and exposed himself as she was working at Shoe Show, 1820 Sunset Ave., on the afternoon of Sept. 28. Police said she told the man to leave the store, and he drove away in a white truck.

David Lee Kelbaugh, 44, was arrested Wednesday and charged with indecent exposure. He was given a $1,000 secured bond.

Kelbaugh has break-in and larceny convictions dating from the mid-1980s, according to state Department of Correction records.

    Is his passport current? Has he relatives out of state? Is he a known flight risk? Oh, you don't know, do you? Allow me to ask you something else you may not know. What is the purpose of bail/bond? You really don't know do you? I thought not. Well, by statute, the only purpose of bail/bond is to prevent flight. Again by statute bail/bond is not to be punitive. When, oh when, are people going to understand that. True that in some very limited circumstances bail may be used to keep a threat to society incarcerated but in those cases, most properly, bail is to be withheld completely. Bail is not punishment. How the heck can it be? Everyone released on bail/bond is totally innocent. They have to be, don't you know? That's because before their trial they are presumed innocent. I grow weary of explaining these simple principles. People; to hear one has but to listen!

    I recall the time when one of our mall security guards fell through the ceiling into the women's restroom.

    His excuse, he was trying to catch a stray cat that had somehow stopped right over the women'd restroom.

    The bruised and battered security guard got fired on the spot.

    It's hard to understand "flag wavers." I remember, when I was in school, about 150 years ago, one used to come to the fence and wave his flag. We all thought it was funny as heck. I guess we were too young to know that we were supposed to be traumatized. They finally did take him away but he came back after a while.
