— A Louisburg man is being accused of indecent liberties with a child after a July 31 incident.

Ryan Rashad Reynolds, 24, of 135 Wilders Lane, was charged Monday with indecent liberties with a child and first-degree sex offense with a child. Bond was set at $1.5 million.

Wake County District Attorney Melanie Shekita said that the victim was a 12-year-old mentally disabled girl whom Reynolds paid a dollar in return for sexual activity.

Reynolds was already serving five years of probation for a 2013 conviction of indecent liberty with a child in Franklin County. The victim in that case was 4 years old.

Reynolds was arrested by Zebulon police and he is scheduled to appear in court in Wake County on August 24.

How does anyone get probation for molesting a 4yo child?!? Is the law *that* messed up, or are DAs and judges to blame? I can only hope this pervert ends up in the general prison population - assuming he doesn't get probation again.

If they did not spend so much time putting misdemeanors on the SO registry they could perhaps keep up with the really dangerous felons. The majority of the people on the SO registry having convictions were misdemeanors that had nothing to do with children. They are spending too much time administrating the harmless.
