House passes unemployment insurance rewrite

The state House on Tuesday passed a sweeping rewrite of North Carolina's unemployment insurance law, voting 77-42 to cut the value and duration of weekly benefits.

As with an earlier debate on the bill Monday, Republican sponsors of the legislation turned back Democratic amendments to make the bill more generous toward unemployed workers in some circumstances. The measure now goes to the state Senate.

Rep. Jean Farmer-Butterfield, D-Wilson, said she mistakenly voted yes on the bill on Monday night.

"Now I want to tell you why, why it is important that I vote 'no' today," Farmer-Butterfield said. "This is not a balanced approach....People affected by this bill are unemployed through no fault of their own."

Farmer-Butterfield and her fellow Democrats said the bill asked unemployed workers to give up hundreds of millions of dollars worth of benefits while asking only $20-plus million in concessions from businesses, who pay state unemployment taxes. Businesses argue they are being hit hard by federal unemployment taxes as well. 

"It isn't that out of balance," said Rep. John Blust, R-Guilford, arguing the worker-versus-business assertion was a false dichotomy. It was the businesses, he said, that paid for the benefits the workers were using. 

Blust and other Republicans said the state can no longer afford benefits as generous as the $535 per week currently offered. The new maximum benefit would be $350 per week under the bill. 

"The benefits we currently pay with the situation we have are not sustainable," said Rep. William Brawley, R-Mecklenburg.

North Carolina owes the federal government more than $2.5 billion that was borrowed to pay state-funded unemployment claims. The bill reduces the maximum weekly benefits and raises state unemployment insurance taxes in order to repay that debt more quickly.

Rep. Rick Glazier, D-Cumberland, offered an amendment to allow more workers to claim unemployment. The current bill cuts down on the "good cause" reasons that justify claiming unemployment. Glazier's amendment would have added back family hardships as a good cause.

For example, Glazier said, workers who had to leave their jobs to care for a sick child or other family member would be eligible for benefits. Under the current bill, those who have to leave a job because they cannot work a particular shift due to a sick family member would not be eligible.

Glazier argued that his amendment would have little financial impact because only one-tenth-of-one-percent of those who file for unemployment use such family hardship reasons. 

But Republicans said the bill was carefully crafted during the fall and winter and should not be changed. 

"I reluctantly stand again to ask you to vote no on this amendment because we need to keep this bill in tact and let it go into effect and then surely we can go back and look at all the consequences," said Rep. Julia Howard, R-Davie, the bill's primary sponsor. 

Both the Glazier amendment and another that would have raised the duration of benefits for workers who lost work as part of a mass plant closing failed along largely party-line votes. 

Republicans argued that the bill would free businesses from paying taxes to repay the federal debt more quickly. That, in turn, would spark job creation.

"When do you expect to see the jobs from this bill materialize?" Rep. Yvonne Holley, D-Wake, asked Brawley.

The Mecklenburg Republican replied, "I can't trace you the specific jobs but I can tell you that the macroeconomics scales well...I do know that businesses that are losing money lay people off."

The Senate Finance Committee has scheduled a hearing on a companion unemployment bill for Wednesday.

Gov. Pat McCrory backs the legislation, saying it would put North Carolina on par with neighboring states and help people find jobs.

"We've been implementing the current system for a long time, and North Carolina remains the fifth-highest unemployment rate in the country," McCrory said. "So, I'm not going to continue to implement strategies that don't work. We're going to try new strategies to get people to work. That's our goal."

wolfpackpride - What company is moving from NC to MX? I won't buy their products anymore, just like I don't buy jeans or tennis shoes that are not either made in the USA or from Goodwill. Ya'll cry about the manufacturing jobs that are gone while you consistently buy that foreign made junk. If you look and can't find something made in USA, walk out and tell the store manager why you're walking out empty handed. The jobs will come back when we stop buying foreign made junk. Just don't price yourself out of them when they do.

This just gets us in line with our neighboring states.

Leave = quit. You're not elig if you quit. What's to prevent a cohort from getting pregnant and then "having to quit to care for a sick child"? Is this legislature even working on the same bill?

Everyone who is calling people on unemployment "deadbeats", you do realize that to get unemployment, one must first have a job, then lose it by no fault of their own, right??? Also, not everyone on unemployment is getting the maximum. It's a percentage of your previous salary. It's not like there are a ton of people out there refusing to get a job because that unemployment check is just so darn huge! T-Man

Last time I collected benefits, I had to show proof I was looking for work and when offered a job, I had to take it or risk losing my benefits. Also, I didn't collect anywhere near $500/wk, actually it was almost half that. After working over 20 years and paying my taxes like everyone else, I didn't feel a bit bad for collecting what I did.

@echokit The place I work at makes the Redbox DVD rental cabinets as well as all the structural elements of the self checkout registers found in places like Walmart or most grocery stores. The other place closing is who currently puts the electronics in the Redbox cabinets, they are moving operations to their facility in Texas I believe.

Hate to burst your bubble, but within months of Clinton signing NAFTA, GM opened a plant in Mexico - now they're going gangbusters in China and even wanted to import cars built in China for sale here in the US.

It's so weird to be agreeing with the democrats on something. I guess I have a mind of my own. Too bad the same can't be said for 95% of the other conservatives on this site.

Those complaining should realize that the rates for unemployment taxes on businesses went down repeatedly during the years of Hunt and Easley and their democratic majority in the GA here in NC.

Do they pay taxes on this $535 a week? As a teacher, I'm appalled that the unemployed receive that amount. That's almost as much as I make! Maybe I don't work 2 months a year, but people don't have to work at all to receive near-equivalent to a bachelor's degree and career.

ylmclean73..I am estatic with all of the people put in office in this last election in this state. I'm not unemployed and the last time I was, I didn't have to draw unemployment for 2 years; it was more like a little less than 2 months. I spent 8 hours a day looking for work and was willing to take any job offered to me. The current political force in this state recognizes there is no magical money tree and the reckless spending this state practiced for the 12 years of Democratic control is being curtailed...at last.

Manufacturing jobs are gone because the US Government over taxes them. It's called killing the golden goose. You don't know what you had until you kill it. Corporations should not be taxed....only the employees that make wages from the corporation. But, greedy politicians that want to build monuments to themselves keep taking and taking until eventually they close their doors, lay everyone off...and then politicians look at themselves and wonder what went wrong.... Our problem is not greedy corporations, but greedy politicians. Obama is the king of blaming everyone but himself. If he had his way government would own everthing.

They also need to legislate something to require more job searching activity or to make that process more accountable than it currently is or has been. There are still too many freeloaders clogging up the lines at the ESC who are only there to try to work the system while the rest of us want to get our jobs back, and show, put forth, and better demonstrate that is the case. Applicants should be required to take part in some of the activities that are otherwise currently optional, such as resume workshops, interviewing workshops, etc. Anyone can fill out the sheet of paper with bogus information to make it look like they are doing their part, and I'm not sure how closely auditors check that information for accuracy or even verify that the contact was even ever made.

Now they can get back to the serious business of giving their staffs big raises while they try to get armed vigilantes into our public schools. Yay wingers!!!

I wish people would stop with the guess you really couldn't afford that home line. If you buy a 150k home and lose your job down the line then maybe you can't afford your home anymore. It has nothing to do with what you could afford when you bought your home.I bought a custom home I could afford and 5 years later lost my job. Fortunately I had a high income and could afford to keep making my payments for 2 years in between my next opportunity. I'm sure alot of people can afford their homes as long as they don't get a big gap in unemployment.

Why does lots of people believe it is governments place to support them? When did welfare and entitlements become a right? Oh...I forgot, under Santa Claus Obama. 4 years ago when someone lost their job 13-16 weeks of unemployment was never questioned...then along came Obama and his 99 weeks of unemployment benefits and the entire country went crazy with all the freebies Obama promised them...made them believe welfare is an honerable living. It can't last forever. When is the last time you heard Obama talk of entitlements....since he won re-election???? Suckers....

Businesses pay unemployment taxes every time their cost go up it is passed on to us the consumer.

Ah, the old "corporations do not pay taxes, they just pass them on to the consumer" argument. Well, by not paying any taxes, the taxpayers are subsidizing police, fire, emergency services, roads, courts, education systems that produce workers, a stable country that makes their investment secure and numerous other benefits. I don't see a problem with factoring in the costs of services they receive into the prices of products they sell. For one thing, I may not be buying what they make. Then, I'm subsidizing the services they receive and getting no benefit from it. And if you think that by cutting corporate taxes, corporations will cut prices, well, I've got a good line on a bridge for sale in New York.

Yes THEY PAY TAXES,AND NOT EVERYONE GETS 500 A WEEK,its based on how long youve worked and your wage per hour etc at the time you were laid off...again everyone does not get the max!

Thank goodness the GOP won elections in NC and now control spending, entitlements, and unemployment benefits. We would be on the same path as California, NJ, and NY if some sanity was not restored. NC has been on a blind drunken spending spree since Obama was elected in 2008.

andyx3x - Who abused the system? I don't think you people understand that it's not as easy as you'd think to get on unemployment. I lost a job back in 2010 that I had worked at for years. I filed for unemployment, and the employer objected and I was denied. I appealed and the appeals referee didn't accept their original excuse (they said I quit, but I had submitted e-mail proving otherwise). The ref then let them submit 2 other excuses, and on the third excuse he sided with them. My brother also lost a job a couple years back and something similar happened. I got my first job at 15, and worked 30 hours a week from age 16 through college. After college, I worked full-time jobs for years, even if I was overqualified. In my 16 years of working, 10 of which being full-time, I was only out of work long enough to consider filing for unemployment ONCE, and I was denied. There's no way people are abusing it. Wanna talk abuse? People selling food stamps for beer money.

I thought the economy has turned around and growing, so why shouldn't benefits be cut and people forced to get off the couch and back to work. The White House and MSM said the economy has turned around, so go back to work....quit being lazy.

Before anyone wants to chalk my comments up to "some bleeding heart", I voted pretty much a straight republican ticket. I always have, save one or two democrat incumbents at the local level that I feel has been fair. I actually consider myself somewhere between moderate and extremely right wing on financial and criminal justice issues. I tend to swing a little left on social freedoms that don't affect taxpayers.

I'm far from the lazy liberal that you folks are trying to make us out to be. I also don't have a horse in this race as I am not on unemployment.

It really is terrible to see the republican party essentially committing political suicide. Once they lose the rational folks like me, they don't stand a chance of winning.

@musthavecoffee $535 is the max, most people don't get that much. For someone to bring in that much each week means that the job they had before was bringing them $1200+ a week.

Well, gee....It COULD be that the president-who-cannot-be-mentioned-by-name who was in office between 2000-2008 destroyed the economy, which just happened to crash and burn as he was leaving the White House, and MILLIONS of people lost their jobs in the worst economic disaster since THE Great Depression, and the new guy had to clean up the mess and prevent all those folks from starving while he was as busy as a one-legged man at a rear-kicking contest in attempting to reverse the damage left behind by the "W"orst President Ever even while half the country developed mass amnesia about the previous EIGHT YEARS.

It really makes me want to scream when people call unemployment a free lunch. I know a lot of unemployed people who actually look for work and who continuously spend hours online filling out applications and TRYING to get back to work. In NC there are no jobs. This was a bad move, lets hope the senate has enough sense to block it. But, its the government people. They dont care about you, Pat McRory doesnt care about you. They will do what they want to do and they dont care about anything, they are making their huge over-inflated salaries and living the high life. This poor excuse of a bill doesnt affect them at all. This affects small businesses and the unemployed who will actually be leaving the state. The unemployed to look for work and the small businesses because they cant afford anymore in taxes. When these measures FAIL and they will FAIL. Pat McRory will be the laughing stock because he will have to go to Obama and beg for federal assistance to fix problems he created

I was unemployed for over a year. I'm a professional who was "overqualified." Yes, I could get "a job" but not one that covered the cost of me working. I have two kids, and before anyone says I should have planned- I had no idea I would find myself unemployed at 40 when I had my oldest child at 28. My husband and I were careful savers and we lived beneath our means, but no amount of planning can cover expenses for a family of 4 for an entire year when you find yourself suddenly without half your income. We cut back significantly, but there's only so much belt you can tighten.

I applied for almost 1,000 jobs before I was hired as a temporary worker. And I was grateful to get that job. I've been a temp for almost a year now. It is hard to find a job when so many other people are looking at the same time and when your skill set is specialized. Employers want people who have done the exact type of work they are hiring for.

Glad they're controlling spending to the tune of his and the cabinet's 5-10% raises so that they can afford to live here. Meanwhile, people that lost their job through no fault of their own are expected to take whatever job(s) they can find whether it pays their bills or not.

AFAIK, when you quit, you don't get UE even if it's for a sick child, and you shouldn't. It's not your employer's fault.

Amazing how we can give generous raises to the cabinet elite who do not need the money and take away money the needy unemployed. I have formally submitted my Voter Registration form to the Board of Elections requesting they remove my Republican party affiliation. Never again.

All McCrory was talking about leading up to his election was "more jobs, more jobs, more jobs". I haven't heard him mention that once since his election. All he is doing is appointing his cronies into state positions and sending those that held owe positions to the unemployment lines! Wow!

The economy will never recover if the government does not stop spending 25% of all available money in the United States.

I'm not sure that I understand why the gov wants to do this when there are so many people scamming the system. Leave us poor working folk alone and make some changes for the free loaders who have never worked & never plan to work. they will reap what they sow..... you cannot cut your way to prosperity during a recession (Great depression and currently Europe are great examples)... this will pull hundreds of millions of dollars from the local economy... since the unemployed want be able to buy anything....it will have a massive affect on tax revenue for the state of NC.. and there's a good chance that they come up short.... what do you want to bet that by Jan next year they are raising your taxes and blaming Washington for the worsening economy... when in fact that are to blame!!!!

Well they might as well get rid of unemployment insurance if they are going to lower it so much and make it so short. I have been unemployed twice in my life. Once 20 years ago for 6 months and 3 years ago for 8 months. Each time it gets harder to find a job. Next time I'll just retire it will be time anyway.

Well, if you voted for these republicans clowns then you don't have anyone to blame but yourself. This is just the start of their cuts...get ready! If $350 is the max you can get now then most of the rest you who weren't getting the max to start with will be getting less than $350. At least McCrory's cabinet was able to get raises even before they started...that is a great job!!!

I can't wait to see how many folks now are suddenly able to go out and take a job instead of living off the public dole!! This is a great piece of legislation.
