House committee kills medical marijuana bill

The House Rules Committee has killed a bill that would have legalized medical marijuana, an effort by House leaders to stem a tide of phone calls and emails on the topic.

It is somewhat unusual to give a measure an unfavorable report. Typically, bills that won't pass merely sit in committee unheard and untended.

"We did it to be done with it, so people could move on for the session," said Rep. Paul "Skip" Stam, R-Wake. He said lawmakers we're being "harassed" with phone calls and emails about medical marijuana.

The committee listened to public comments about the bill for about 20 minutes before voting.

"Today, my purpose is to convince all of you to legalize marijuana for medical purposes," said Catherine Lyles, 51, of Raleigh. She told the committee that she had been treated for brain cancer 17 years ago and was expected to live only five years. 

After the committee meeting, Lyles said that marijuana had helped her recover from the illness by getting rid of nausea that wouldn't even let her approach a bowl of chicken soup. She said she began investigating marijuana at the suggestion of medical professionals, who said they couldn't legally prescribe any drug that would work as well.

"It was quite a problem. I didn't know anyone who smoked pot," she said, adding that her mother and best friend helped track down some cannabis through a network of childhood friends.

"I cannot tell you how quick and complete the relief I had from horrible nausea was," she said.

Most other speakers and visitors who crowded into the committee room were there to urge lawmakers to embrace medical marijuana. Only one person, Jere Royall with the North Carolina Family Policy Council, urged lawmakers to vote down the bill.

The only lawmaker who spoke at length about the measure was Rep. Kelly Alexander, D-Mecklenburg, one of the bill's sponsors. He said prior fiscal studies showed the state could reap $39 million per year if medical marijuana were legal.

North Carolina, he said, would be the 19th state to legalize medical marijuana if it passed the bill, he said. 

However, that won't happen this year.

Under House Rules, when a bill given an unfavorable report, "the contents of that bill or the principal provisions of its subject matter shall not be considered in any other measure originating in the Senate or originating thereafter in the House."

Oh, I don't agree with that at all! If you think the Democrats would suddenly listen to us on this cause, you're in a fantasy world. If that were true, why didn't they do the right thing while they had power just a few short years ago? If that were true, why has President Obama doubled down on the War on Drugs? Why is his administration shutting down legal dispensaries and growing operations in California? The feds are doing the same with raw milk for goodness sakes! As long as we all think one party or the other is the answer to all our problems, they have us just where they want us... The problem is a bloated and powerful federal government over reaching their authority and interfering in our personal lives! Wake up!

Group of fools.... I am sorry I have cancer and can't eat or sleep what do I do? Well you can take this drug that will make you kill yourself or you can take this herb that will heal you... Good job folks...

The people "in the know" really need to educate the ignorant, tipically older generations about the truth surrounding Cannabis. It is our duty to do so. There will always be some that are too stubborn to listen and accept the truch on this matter. As far as Skip, he really is out of touch and needs to be removed from his pedastal. He acts as if hed rather allow suffering instead of treatment. Wonder if hed change his mind if he was a patient himself...He is an ignorant fool. We have to do better about supporting Medical Cannabis Resolution in this great state.

While I understand and appreciate the benefits of legalizing grass--control, taxes, etc., I also understand that as long as the feds classify it as a dangerous illegal drug, the actions of any state are going to be subject to the supremacy clause of the constitution.

This is just the tip of the Iceberg... Wait and see what the new administration has in store for the people of this state.. Its all out war on the poor lower and middle class people of this state. From unemployment to medical needs. The current administration is going to make sure that the wealthy are catered too. Look for soup kitchens becoming the norm and jail populations exploding its coming.. In the meantime your elected reps will be enjoying their country clubs and enjoying the fruits of life on your dime. I have yet to see one politician work a ditch digger or refuse collector works kids at McDonalds work doctors and nurses work yet you can't show one politician that actually gets their hands dirty other then taking money from those who need it and distributing it to their wealthy corporate bosses and immediate families. Follow the money and you will see why this bill was defeated. Its a sad day when a handful of people can prevent the majority from so much ...

Another embarrassment for the people of North Carolina.

As a two time cancer survivor, I can tell you, the legal issues are not even considered when someone is in pain and sick. Not even close. NC will legalize it one day, just not today. :)

Agreed Morrigan and Corgimom06! Mr Stam has forgotten who he works for... HB 2605 Not sure if you have even listened to a committee meeting? These people couldnt even be on the same page of the recent adopted meth bill passed today! How do you expect them to get to more important issues? Whats the more important issue that you see than health/income/job creation/tax revenue for the state?

Wish I lived in Wake Co so I'd be sure not to harass Skip with my vote.

Okay, so they are going to vote on topless women being a felony but they won't even discuss something that could help people? And then we are harrassing our representatives when we call or email them to express our opinion? I'm sorry, but I think Mr. Stam has forgotten who he works for. And nevermind that this could bring in MILLIONS in revenue for the state. I guess that doesn't matter either. I am beyond furious.

Is this really an issue that has to be handled now? We have much bigger issues than who is smoking dope legally or illegally. Those who want, or need it, will continue to get it one way or another. I agree it would be nice to see the revenue coming into the state---we got bigger fish to fry right now!!

This is what they really achived today. To allow this to go into a 12th year or more. Maybe they can sleep at night seeing their family members suffer and die because Medical Cannabis is illegal. Or, maybe they will just move to D.C where our politicians can get Cannabis legally, Hummmm!

What a joke the Republicans are and have been! This is why I'm a registered Republican that voted straight ticket Democrat in last election.

This issue is NEVER going away. Humans have used marijuana for more than ten thousand years and the push to relegalize it will continue for as long as humanity exists.

It's a shame. NC GOP can't see the big picture. It will be legal in a decade and we will be 10 years behind in manufacturing and taxes.

It wouldn’t be that much of a stretch for the tobacco farms to grow this stuff. All the infrastructure is there: land, equipment, LABOR, warehouses, actions etc

So now contacting your elected representatives is considered harassment? why do they not listen to the people of our state and see our nation in a movement to abolish the prohibition of mmj?

While I'm not happy about the outcome, saying that it is the GOP's fault is not correct. North Carolina will not pass this whether it be controlled by Republicans or Democrats as both parties are against it Just like Obama is against it.

I emailed a letter to every member of the rules committee, in addition to my district rep, and began following and tweeting to committee members. @NChouseGOP blocked me from following them, even after validating my account. Is this how my government responds to its citizens? Seriously?

Nice Skip. In your mind, the people contacting their representatives is harassment. This is very telling about the people that you people have elected. They are even banning people from following them on Twitter if you expressed POLITE comments about supporting the bill.

These guys in Raleigh are out of control and it's only just the beginning. Get involved and vote people. Contact these guys with your feelings regardless of your positions or feelings on any given issue. They need to stop listening only to those with big money. Silence is agreement.

Many of these legislators are "under the influence" of some of the most dangerous "drugs" on the market: greed, and arrogant ignorance! Just check today's headlines and read about some of the irrational, heedless actions they are willing to take for the almighty dollar! And when citizens voice their concerns, one legislator referred to it as being "harassed." Insightful!

Well MISTER Stam, I would venture a guess that your HARASSMENT has only just begun. Typical GOP response though. One of these days NC will catch up with the rest of the country, hopefully it won't have to be after all the GOP are gone. I truly hope that no one in any of their families EVER needs medical marijuana in any state. Sheer stubbornness on their part and one would think that with the tax monies this would bring in to the state they'd be all over it....
