House committee kills medical marijuana bill

The House Rules Committee has killed a bill that would have legalized medical marijuana, an effort by House leaders to stem a tide of phone calls and emails on the topic.

It is somewhat unusual to give a measure an unfavorable report. Typically, bills that won't pass merely sit in committee unheard and untended.

"We did it to be done with it, so people could move on for the session," said Rep. Paul "Skip" Stam, R-Wake. He said lawmakers we're being "harassed" with phone calls and emails about medical marijuana.

The committee listened to public comments about the bill for about 20 minutes before voting.

"Today, my purpose is to convince all of you to legalize marijuana for medical purposes," said Catherine Lyles, 51, of Raleigh. She told the committee that she had been treated for brain cancer 17 years ago and was expected to live only five years. 

After the committee meeting, Lyles said that marijuana had helped her recover from the illness by getting rid of nausea that wouldn't even let her approach a bowl of chicken soup. She said she began investigating marijuana at the suggestion of medical professionals, who said they couldn't legally prescribe any drug that would work as well.

"It was quite a problem. I didn't know anyone who smoked pot," she said, adding that her mother and best friend helped track down some cannabis through a network of childhood friends.

"I cannot tell you how quick and complete the relief I had from horrible nausea was," she said.

Most other speakers and visitors who crowded into the committee room were there to urge lawmakers to embrace medical marijuana. Only one person, Jere Royall with the North Carolina Family Policy Council, urged lawmakers to vote down the bill.

The only lawmaker who spoke at length about the measure was Rep. Kelly Alexander, D-Mecklenburg, one of the bill's sponsors. He said prior fiscal studies showed the state could reap $39 million per year if medical marijuana were legal.

North Carolina, he said, would be the 19th state to legalize medical marijuana if it passed the bill, he said. 

However, that won't happen this year.

Under House Rules, when a bill given an unfavorable report, "the contents of that bill or the principal provisions of its subject matter shall not be considered in any other measure originating in the Senate or originating thereafter in the House."

Why are you letting this go without questioning Rep. Stam about the harassment?

Is the harassment he spoke of really the people calling and emailing in favour of (or maybe against) the bill? If so, the people need to know this is how the politician's see their constituents.

Is the harassment something else? Something more dastardly? If that's the case, the people need to know that our politicians are facing real harassment and we need to know who is harassing them into killing a bill that 58% of the people are in favour of.

Its harrassment because his lobbyist dont agree with it.

This sounds a lot like taxation without representation.

You hit the nail on the head. All of those drugs are manufactured and it's easy to have a pharma company in your pocket. I guess a marijuana grower, not so much.

And while we are talking about things people get addicted to, how about cigarrettes? They cause WAY more damage than MJ ever could.

They've not got a method in place to get that money on Marijunana so they kill it for now. But I don't see how that gonna stop them from getting messages, E-mail and such, if anything it'll increase.

Voted it down because they haven't yet figured out how to funnel all the money into their own pockets or pockets of their corporate buddies. They couldn't possibly pass this and allow farmers to reap any financial benefits of producing the crops, oh no.

If we grew enough, could even export to the 19 other states that allow medical marijuana and make even more money.

I urge everyone to read the book Bad Pharma. It will open your eyes to the legal drugs being peddled to people that hurt more than help. Marijuana is a weed. It does a lot more good then the majority of prescription meds.

I dont smoke pot and dont think its the gov responsibility to tell me whats good for my body. I do drink alcohol and it is MUCH MUCH worse than any plant you can smoke.

I strongly urge people who support medical marijuana get behind a campaign for liberty republican candidate to unseat Stam. They should also support any other party challengers to Stam in his next election. UNSEAT SKIP STAM The only way to be taken seriously is to make this action come back to unseat them. The NC legislature is populated by ignorant anti-farmer/ anti-patient lawyers who can't see past their own narrow interest. And these are the same people who won't vote for Industrial Hemp a plant that could save many small family farms in NC. Should also be mentioned Hemp fields could clean up NC rivers by acting as a barrier crop stopping pesticide and herbicide runoff while providing farmers a marketable product.

No, it only pertains to those powers specifically given to the federal government. All other powers are reserved to the states and/or the people. Saying the federal government can do whatever it likes because of the supremacy clause is like saying the President can issue any executive order he likes, and encroach on any other branch of government in the process.

That's what most of said violence invovles. Remove the criminal and profit motives and the crime dries up.

Good for you 27228..very good of you. I have not seen actual cannabis since the mid 70s and would not know how to go about finding any, but if my bride needed it I would try!!!

And to those who wonder, I am not a party guy. I am a disabled vet who defended our way of life against all enemies foreign and domestic. I don't even drink!!!

This isn't the first time that Stam has showed how weak he is. I guess it's hard to have to listen to your constituents, who just want to try a natural medicine that's legal in other states. Nice work, sir. Well done.

By the way, when my wife was being treated for cancer, marijuana was the only thing that could make her feel well enough to function. Her doctors encouraged her to try it, though they obviously couldn't prescribe it. So, we had to deal with drug dealers, just to get something to make her feel better. Again, Mr. Stam, I salute you.

I remember when my mom died of ovarian cancer..it was awful..and took a couple of years. I would have done anything to help her to feel better...

No such power exists under the Constitution unless it pertains to one of the enumerated powers to the federal government or civil rights are being abused by the states, then the federal government has supremacy.
