House committee kills medical marijuana bill

The House Rules Committee has killed a bill that would have legalized medical marijuana, an effort by House leaders to stem a tide of phone calls and emails on the topic.

It is somewhat unusual to give a measure an unfavorable report. Typically, bills that won't pass merely sit in committee unheard and untended.

"We did it to be done with it, so people could move on for the session," said Rep. Paul "Skip" Stam, R-Wake. He said lawmakers we're being "harassed" with phone calls and emails about medical marijuana.

The committee listened to public comments about the bill for about 20 minutes before voting.

"Today, my purpose is to convince all of you to legalize marijuana for medical purposes," said Catherine Lyles, 51, of Raleigh. She told the committee that she had been treated for brain cancer 17 years ago and was expected to live only five years. 

After the committee meeting, Lyles said that marijuana had helped her recover from the illness by getting rid of nausea that wouldn't even let her approach a bowl of chicken soup. She said she began investigating marijuana at the suggestion of medical professionals, who said they couldn't legally prescribe any drug that would work as well.

"It was quite a problem. I didn't know anyone who smoked pot," she said, adding that her mother and best friend helped track down some cannabis through a network of childhood friends.

"I cannot tell you how quick and complete the relief I had from horrible nausea was," she said.

Most other speakers and visitors who crowded into the committee room were there to urge lawmakers to embrace medical marijuana. Only one person, Jere Royall with the North Carolina Family Policy Council, urged lawmakers to vote down the bill.

The only lawmaker who spoke at length about the measure was Rep. Kelly Alexander, D-Mecklenburg, one of the bill's sponsors. He said prior fiscal studies showed the state could reap $39 million per year if medical marijuana were legal.

North Carolina, he said, would be the 19th state to legalize medical marijuana if it passed the bill, he said. 

However, that won't happen this year.

Under House Rules, when a bill given an unfavorable report, "the contents of that bill or the principal provisions of its subject matter shall not be considered in any other measure originating in the Senate or originating thereafter in the House."

Well MISTER Stam, I would venture a guess that your HARASSMENT has only just begun. Typical GOP response though. One of these days NC will catch up with the rest of the country, hopefully it won't have to be after all the GOP are gone. I truly hope that no one in any of their families EVER needs medical marijuana in any state. Sheer stubbornness on their part and one would think that with the tax monies this would bring in to the state they'd be all over it....

So, it's now "harassing" lawmakers when you call or email them to urge them to vote in favour of a bill?

So now contacting your elected representatives is considered harassment?

these guys need to be harrassed more over this issue its time to pass medical use

Many of these legislators are "under the influence" of some of the most dangerous "drugs" on the market: greed, and arrogant ignorance! Just check today's headlines and read about some of the irrational, heedless actions they are willing to take for the almighty dollar! And when citizens voice their concerns, one legislator referred to it as being "harassed." Insightful!

i agree these guys call it harrasment when voters contact them about an important issue thats poor representation

They are even banning people from following them on Twitter if you expressed POLITE comments about supporting the bill.

These guys in Raleigh are out of control and it's only just the beginning. Get involved and vote people. Contact these guys with your feelings regardless of your positions or feelings on any given issue. They need to stop listening only to those with big money. Silence is agreement.

Nice Skip. In your mind, the people contacting their representatives is harassment. This is very telling about the people that you people have elected. They have nothing but disdain for their constituents. We the people pay your check and empower you to serve and we can take that power away. Whether you agree with the issue at hand or not, elected officials should at least listen to what their constituents have to say. Welcome to SkipStamistan.

The next election cannot come soon enough so that the tax-paying citizens of this state can 'be done with it' and 'move on'.

I emailed a letter to every member of the rules committee, in addition to my district rep, and began following and tweeting to committee members. @NChouseGOP blocked me from following them, even after validating my account. Is this how my government responds to its citizens? Seriously?
