McCrory: Emergency benefits will end in July

Gov. Pat McCrory says he will sign an unemployment overhaul that will cut off emergency benefits for some 80,000 jobless North Carolinians.

"I will not support the extension of unemployment beyond July of this year," McCrory told a meeting of the Tobacco Growers Association of North Carolina. "I think we need to now draw the line." 

The proposal would change North Carolina's unemployment system in order to pay down a debt of $2.5 billion, racked up during the recession when state unemployment taxes didn't keep up with jobless claims. It would raise taxes slightly on employers, while making steep cuts to the amount, duration and access to benefits for laid-off workers.

If the bill takes effect July 1 as written, it will trigger a provision in the "fiscal cliff" bill that governs federal emergency extended unemployment benefits.

Because North Carolina's quarterly unemployment rate is still higher than 9 percent, long-term unemployed workers here are eligible for the federally-funded benefits.

At present, about 81,000 people are receiving those benefits, which bring about $100 million into the state's economy every month.

But if lawmakers cut the state's unemployment benefits, jobless workers here will lose their eligibility for federal assistance. Their checks will stop when the state overhaul takes effect.

Despite that impact, House and Senate leaders say they won't delay the overhaul. McCrory said he won't delay it, either.

"I refuse to let us continue to live off of a credit card. We're going to pay off the credit card. We're going to change the rules and policies," he said.

"The current status quo of how we've done unemployment has not put more people on the payroll of private-sector jobs. It's put more people on the government payrolls of unemployment," he said. "We can no longer afford to do that in North Carolina. We are changing our policy now, and that will be one of the first bills I sign." 

House Speaker Thom Tillis says he expects the overhaul bill will win final House approval Tuesday. It then goes to the Senate, where President Pro Tem Phil Berger says it has strong support. It could be on the governor's desk by next weekend.

I understand I didn't pay for it directly, but as a worker that paid into the tax system for over 20 years, I certainly made my contribution.

Unemployment benefits is paid via insurance premiums paid for BY EMPLOYERS.

Those whose benefits are cut will apply for welfare/food stamp benefits which are PAID FOR BY TAXPAYERS.

Therefore, it's better FOR TAXPAYERS for the unemployed to be on unemployment than it is for them to go to welfare/food stamps.

But they'll have no alternative but to do so because nothing lives on nothing at all. Everything needs food.

As a twitter watcher of elected officials for updates, I highly recommend that anyone without a job check out and sign up for Rep. Tom Murry's twitter account: @tom_murry. He, personally (yes, he actually does this himself), posts job openings nearly every day and many of them at that. And for those that are wondering, no I am not even in his district, just an observation I thought might be helpful to share given the light of this discussion.

The private sector is fine. Even Obama admitted it, so there is no more need for these benefits. You can't have it both ways, libs. Unless your goal is socialism...hmmm.

I worked for 47 years, served 3 in the military, and am now retired. If you saw me walking by a street you take to work, you'd probably think I'm taking advantage of some program which is idiocy.

I do not agree with this move. I understand the debt issue and that needs to be handled. However, before you cut the first 26 weeks of benefits for unemployed, FIRST cut things like EITC at the State level. Look first to cut the handouts to people that have done nothing to earn those handouts except to continue breathing. State level EITC is a good place to start. Reallocate the dollars that would have gone to the handouts to paying off the tab owed to the Federal Government. The Federal Governments needs to end this 99 week stuff. However, again before that is ended, end the pure money handouts like EITC and Food Stamps. Time for people to pay their own way and thus start to PAY their fair share instead of expecting the Government to rob other people on their behalf.

At some point we have to put on our big boy pants and grow up! UE was never suppose to be a job or way of life. My wife is UE and it will impact us severely also. Pat McCory campained that he would cut spending, reduce size of government so this shouldn't come as a surprise to anyone! I still voted for him because we have to look beyond today and how not doing anything will impact all of us in the future. I you want to get upset, look to the north to the white house, there is the problem with unemployment & lack of job growth. He keeps telling us how many jobs he created, how well the private sector is doing, and how the economy is booming. Let's let him explain that to all these unemployed americans. To you liberals that supported obama just remember, Elections have Consequences! Suck it up cupcake!

jsok123 I have been there and tried to find even a minimum wage job. They would not hire me because of my advanced degrees and experience. They did not want to train me just so I would leave when a job in my field (engineering) turned turned up. A lot of people really think someone with job experience and upper classwork can get a job anywhere. They are not..um..cognizant of the reality of our times. Fact is, I believe, they have NOT been unemployed, like most of us. So, again, my opinion only, clueless is a very polite term for the reality of what these folks opinions mean. Which is nothing. If it is not based in life experiences, ignore it. Their opinion deserves nothing more.

Think about it. It took this legislature 5 minutes to make a decision that will possibly hurt 81,000 people and the NC economy. No deep thought, no debate or public discourse. what does that say about NC democracy. This is not about creating jobs. It is about when times are good the wealthy benefit, when times are bad the poor and middle class bare the burden.

Wow! Looks like the Republican party had better get busy creating jobs or our forclosure rate is gonna skyrocket and the homeless will be camping out on the capitol lawn. This is a pretty backwards way of fixing things. First, lets penalize those who lost their jobs and THEN we will see if we can manage to create jobs for them. So he will cut off Emergency funding that ONLY the Feds are paying. Then, he is cutting the benefits down to a max of 350 for 13 weeks. Now, what are these people going to do when the money runs out. They are going to go on the state books for Foods stamps and other assistance, which will put a big drain on NC and less money to put back in the econonmy. Times have surely changed. Sorry people....if you elected him....be prepared for some major changes. I am waiting patiently for the Legislature and the Gov to approve off shore drilling and shale underground extraction (aka fracking). The current legislature has no interest in preserving the State. It is all about money - and they will have no problem to take it away from the most needed people. Just wait...it has only begun. I totally agree that there must be defined limits on spending....but how about the " drop dead you money suckers" attitude be a little more mellow...

I am reminded of the French Revolution. The king was told that the people had no bread. His answer was "tell them to eat cake" He gives his people cake and then takes bread away from the starving people. Not a good way to be popular with the common people. He needs to find a good place to hide for the next 4 years.

Long before this is done, every person receiving welfare and food stamps needs to be thoroughly investigated, and reinvestigated once a year.

I certainly wouldn't cut it to everyone, because then you'd be hurting the disabled and elderly who are truly unable to work.

But there are many on welfare and food stamps who, if one only depended upon appearances which can be deceiving, certainly look well-able to work.

Additionally, SSI needs to be cut to new applicants so that only their first or second child is covered for the benefits. No more career welfare moms dropping a kid every 12 months (or more) just to keep checks rolling in. If they didn't learn by the second child they couldn't afford more, oh well...

Of course the Governor and General Assembly are going to cut off emergency unemployment in July. After all none of them have to live on it. Numerous voters in this State made sure of that. With the NC overall unemployment rate still above 9% it is a misguided decision to make the cuts. I wonder if the Governor or legislators have considered that a number of those loosing their checks in July may need some type of welfare. What credit card are they going to put that on?

Keep electing republicans us right. Somebody needs to cut up the credit card.

I if the EMPLOYERS are paying for it, why does the State of NC owe the Federal Government over 2 BILLION dollars that was borrowed from them to pay the unemployment? Yes the employers pay a premium, but it does not cover the entire cost.

I love the assumptions. Live within my means? Really? I do not have cable and have not for over 4 years, we get 5 stations with a set of "rabbit ears". I have a $25/mo. cell phone...pretty much a necessity in order for potential employers to make contact. My family has not been on a vacation in over 10 years. We have been to the movies maybe twice in the last 18 months. We do not drink or smoke. Me, my wife and our 17 year old son live in a 2 bedroom 875 sq. ft. house. My truck is 10 years old paid off and has over 125,000 miles on it. My wife's car is 11 years old, paid off and has over 160,000 miles on it.

There should have been some discourse with the public, not just with elected officials, most of which have never faced this particular demon of trying to find a job in a job market depressed by a FOURTEEN MILLION JOB REDUCTION since 2006/8.

How brave of you. And just how many hungry children are you willing to wager?

The maximum benefit doesn't go to people who made minimum wage - it goes to the professionals who are suddenly living on 1/3 of what they had been when they were employed. For most companies, the interview process takes a long time, and it's not uncommon for people to spend 2-3 months from application to hire...if they get hired. Cutting the maximum means these people are making 2/5 of what they did when they were employed. They won't be able to afford mortgage payments or insurance payments,

Yes, the same basic math skills that were in effect that people ignored when getting in over their head when times were good. The same math skills that people ignored when spending money they didn't NEED to do instead of saving. Or even having children they couldn't afford. Or better: car/house/clothing/vacations/cable TV package/cell phone/food/restaurants/movies ect ect.

The problem is people don't think ahead and save as much as they can when times are good. They think it's going to last forever, and when it doesn't, they don't have the learned skills in place to live on a bare minimum.

It's sad that people have such a hard and painful introduction to frugal living, but some of us knew it was coming because of how most people live.

One more thing, Gov. I know you can't create jobs and it won't happen overnight anyway.

But what you can start overnight, if you move as fast as you did on this, is to get rid of the illegals here who not only undercut wages, bring gangs, attract predators, and take cash jobs, but also suck the system to pay for their kids, but send their wages to the Mexican economy.

EXACTLY!!! And the NC taxpayer pays for those other programs via taxes. At least companies in this state pay something towards unemployment compensation.

We didn't live extravangly before I lost my job.

Yes, we had cable and cell phones, but you can't just cut those off without ruining your credit because they are contracts involved and bill collectors will come after you. We cut them back as much as we were allowed.

We immediately went into Austerity Mode, but there is only so much you can eliminate when you have kids and a mortgage. My kids wore clothes from a consignment store. My parents paid off my car. And we were still struggling (one child is special needs with medical expenses that are significant). We had savings, but that runs out too no matter how frugal you are.

It is not as simple as people think.

Actually, we eat rice several times a week. As well as Ramen noodles, potatoes, beans. Frugal enough?

The reason for my struggles was not a lifestyle problem, it's because I was willing to work one of those jobs that "nobody wants" and they tend not to pay so much. So, when you don't make much to begin with and take some of that away, it's tough. And yes, I have applied to all the popular fast food places and other low paying jobs.

That king had never faced hardship. How was he to know.

That's why discourse with the common folk may have helped this situation by educating legislators who have never had to face unemployment in THIS particular JOBLESS market.

I thought McCrory was supposed to be a moderate. Looks like a tea partier to me. He's following the standard Republican Tea Party handbook. Hard to conceive that NC has become a Tea Party state. We'll see the % of poverty, poor, uneducated increase in NC in the next 4 years under this current administration and legislature.

Lord help you, that's been shared here DOZENS of times already.

This state owes the Feds $2.5B for an accounting mistake made by the ESC a couple of years back.

And had the Democrats not been reducing the premiums employers in this state pay over the past few decades, there WOULD HAVE been enough to cover this disaster. But they kept reducing and reducing the premiums despite being warned by auditors that the Fund was too low.

Do you understand now?

You whinners are blaming the wrong person.....the person to blame is Barry and you voted for him and now you reap what was sown.
