Raleigh, N.C. — Gov. Pat McCrory says he will sign an unemployment overhaul that will cut off emergency benefits for some 80,000 jobless North Carolinians.
"I will not support the extension of unemployment beyond July of this year," McCrory told a meeting of the Tobacco Growers Association of North Carolina. "I think we need to now draw the line."
The proposal would change North Carolina's unemployment system in order to pay down a debt of $2.5 billion, racked up during the recession when state unemployment taxes didn't keep up with jobless claims. It would raise taxes slightly on employers, while making steep cuts to the amount, duration and access to benefits for laid-off workers.
If the bill takes effect July 1 as written, it will trigger a provision in the "fiscal cliff" bill that governs federal emergency extended unemployment benefits.
Because North Carolina's quarterly unemployment rate is still higher than 9 percent, long-term unemployed workers here are eligible for the federally-funded benefits.
At present, about 81,000 people are receiving those benefits, which bring about $100 million into the state's economy every month.
But if lawmakers cut the state's unemployment benefits, jobless workers here will lose their eligibility for federal assistance. Their checks will stop when the state overhaul takes effect.
Despite that impact, House and Senate leaders say they won't delay the overhaul. McCrory said he won't delay it, either.
"I refuse to let us continue to live off of a credit card. We're going to pay off the credit card. We're going to change the rules and policies," he said.
"The current status quo of how we've done unemployment has not put more people on the payroll of private-sector jobs. It's put more people on the government payrolls of unemployment," he said. "We can no longer afford to do that in North Carolina. We are changing our policy now, and that will be one of the first bills I sign."
House Speaker Thom Tillis says he expects the overhaul bill will win final House approval Tuesday. It then goes to the Senate, where President Pro Tem Phil Berger says it has strong support. It could be on the governor's desk by next weekend.

Unemployment benefits is paid via insurance premiums paid for BY EMPLOYERS.
Those whose benefits are cut will apply for welfare/food stamp benefits which are PAID FOR BY TAXPAYERS.
Therefore, it's better FOR TAXPAYERS for the unemployed to be on unemployment than it is for them to go to welfare/food stamps.
But they'll have no alternative but to do so because nothing lives on nothing at all. Everything needs food.

Long before this is done, every person receiving welfare and food stamps needs to be thoroughly investigated, and reinvestigated once a year.
I certainly wouldn't cut it to everyone, because then you'd be hurting the disabled and elderly who are truly unable to work.
But there are many on welfare and food stamps who, if one only depended upon appearances which can be deceiving, certainly look well-able to work.
Additionally, SSI needs to be cut to new applicants so that only their first or second child is covered for the benefits. No more career welfare moms dropping a kid every 12 months (or more) just to keep checks rolling in. If they didn't learn by the second child they couldn't afford more, oh well...

I if the EMPLOYERS are paying for it, why does the State of NC owe the Federal Government over 2 BILLION dollars that was borrowed from them to pay the unemployment? Yes the employers pay a premium, but it does not cover the entire cost.

I love the assumptions. Live within my means? Really? I do not have cable and have not for over 4 years, we get 5 stations with a set of "rabbit ears". I have a $25/mo. cell phone...pretty much a necessity in order for potential employers to make contact. My family has not been on a vacation in over 10 years. We have been to the movies maybe twice in the last 18 months. We do not drink or smoke. Me, my wife and our 17 year old son live in a 2 bedroom 875 sq. ft. house. My truck is 10 years old paid off and has over 125,000 miles on it. My wife's car is 11 years old, paid off and has over 160,000 miles on it.

Yes, the same basic math skills that were in effect that people ignored when getting in over their head when times were good. The same math skills that people ignored when spending money they didn't NEED to do instead of saving. Or even having children they couldn't afford. Or better: car/house/clothing/vacations/cable TV package/cell phone/food/restaurants/movies ect ect.
The problem is people don't think ahead and save as much as they can when times are good. They think it's going to last forever, and when it doesn't, they don't have the learned skills in place to live on a bare minimum.
It's sad that people have such a hard and painful introduction to frugal living, but some of us knew it was coming because of how most people live.

We didn't live extravangly before I lost my job.
Yes, we had cable and cell phones, but you can't just cut those off without ruining your credit because they are contracts involved and bill collectors will come after you. We cut them back as much as we were allowed.
We immediately went into Austerity Mode, but there is only so much you can eliminate when you have kids and a mortgage. My kids wore clothes from a consignment store. My parents paid off my car. And we were still struggling (one child is special needs with medical expenses that are significant). We had savings, but that runs out too no matter how frugal you are.
It is not as simple as people think.

Actually, we eat rice several times a week. As well as Ramen noodles, potatoes, beans. Frugal enough?
The reason for my struggles was not a lifestyle problem, it's because I was willing to work one of those jobs that "nobody wants" and they tend not to pay so much. So, when you don't make much to begin with and take some of that away, it's tough. And yes, I have applied to all the popular fast food places and other low paying jobs.

Lord help you, that's been shared here DOZENS of times already.
This state owes the Feds $2.5B for an accounting mistake made by the ESC a couple of years back.
And had the Democrats not been reducing the premiums employers in this state pay over the past few decades, there WOULD HAVE been enough to cover this disaster. But they kept reducing and reducing the premiums despite being warned by auditors that the Fund was too low.
