McCrory: Emergency benefits will end in July

Gov. Pat McCrory says he will sign an unemployment overhaul that will cut off emergency benefits for some 80,000 jobless North Carolinians.

"I will not support the extension of unemployment beyond July of this year," McCrory told a meeting of the Tobacco Growers Association of North Carolina. "I think we need to now draw the line." 

The proposal would change North Carolina's unemployment system in order to pay down a debt of $2.5 billion, racked up during the recession when state unemployment taxes didn't keep up with jobless claims. It would raise taxes slightly on employers, while making steep cuts to the amount, duration and access to benefits for laid-off workers.

If the bill takes effect July 1 as written, it will trigger a provision in the "fiscal cliff" bill that governs federal emergency extended unemployment benefits.

Because North Carolina's quarterly unemployment rate is still higher than 9 percent, long-term unemployed workers here are eligible for the federally-funded benefits.

At present, about 81,000 people are receiving those benefits, which bring about $100 million into the state's economy every month.

But if lawmakers cut the state's unemployment benefits, jobless workers here will lose their eligibility for federal assistance. Their checks will stop when the state overhaul takes effect.

Despite that impact, House and Senate leaders say they won't delay the overhaul. McCrory said he won't delay it, either.

"I refuse to let us continue to live off of a credit card. We're going to pay off the credit card. We're going to change the rules and policies," he said.

"The current status quo of how we've done unemployment has not put more people on the payroll of private-sector jobs. It's put more people on the government payrolls of unemployment," he said. "We can no longer afford to do that in North Carolina. We are changing our policy now, and that will be one of the first bills I sign." 

House Speaker Thom Tillis says he expects the overhaul bill will win final House approval Tuesday. It then goes to the Senate, where President Pro Tem Phil Berger says it has strong support. It could be on the governor's desk by next weekend.

I guess the job seekers better get seeking a little harder! If you've been unemployed for over a year then you are either looking for that job you once had or the perfect job or just not looking at all.

How is it that a state government or official can cut off federal benefits? More "states' rights"? ---Interested Inquirer

If you want to live off of the Government you better start packing and move to another state, NC is finished paying for you. I say McCrory for president in 4 years.

I say put benefit recipients to work performing for jobs for the state.

How is losing $100M a month going to help the NC economy? I must have missed something.

At last, some common sense. We can't continue to spend money that we don't have. Now if someone could get that message to the folks in Washington the country might have a chance to recover.

Go figure... been in office less than a month and already wanting to cut off the unemployed people's (who cant find a job)only means of having a roof over their heads and a place to stay warm or buy their basic essentials! Yep way to go McCrory great way to start out as the new Governor. Put more people out on the streets well because the jobs JUST AREN'T HERE for these people to get so you want to cut off their only means of survival.... I think we were better off with Perdue already!!

I have mixed feelings about this one. I feel bad for those who are truly looking for work and can't find it, but I also agree with McCrory in that we can't keep living on credit.

Finally some sanity and fiscal responsibility! I know such common sense and values are abhorrent to the NC Dems who have lorded over our state for almost a century.

The 11th extension of the federal "temporary" UE extensions is nothing more than another failed "stimulus" type of welfare.

Pat, don;t accept the Medicaid extension either. Let other fools feed at the federal trough, but don't obligate us to expand that fraud ridden rip-off of the taxpayers.

I voted for this guy and if he goes through with this I will work hard to have him see the same fate as his predecessor, Bev Purdue. All this makes for good headlines but he nor the legislature think about how it really impacts families when implemented. I guess the Govenors new message for the people of NC is IF YOU LOSE YOUR JOB WE DON"T WANT YOU HERE.

I know there are those who need this benefit. Those who were laid off because jobs went over seas or to Mexico. But there are many who take advantage of these programs. I see them roaming the streets as "I" go to work. Guess they will have to get their a@@ out of bed and find a job.

That's what happens when you put a republican in the governor's chair, 81,000 out work, in july another 50,000 homeless.

that'll be 80,000 more votes for the next governor - if they don't starve to death in the meantime - and if they get gun licenses or some other acceptable form of voter ID...

Let's give the new Governor the benefit of the doubt on this one but he really needs to make sure he explains it as best he can.

Ouch! NC should not have gotten $2.5 Billion in debt without having acted before now. Lots of other cans have been kicked down the road, it seems, from this debt, to the lack of facility maintenance, to the nursing home care, which should have been fixed before last summer having been exposed in April.

I guess he wants to swell the welfare rolls, bring about inappropriate actions by individuals unable to buy food or who are forced out of their homes to be on the streets not to mention an increase in child abuse by care takers that are stressed out and have been unable to find work of any kind that would pay enough to pay for necessities.

The unemployment rate is 9 percent. what work are you talking about?

If the government will send me a weekly check for five hundred dollars or so and I'm working full time but making less than that I believe that I'll just quit my job, go to the house, and wait for the check.

Hope you who think this is a good idea lose your job soon so you can see how living like that would be. I was layed off last year and I was lucky to get a job, but it took 3 months. I did not have to take unemployment because of severence but if I had, it would not pay much of my bills and I dont owe anything outside of my home. Welcome to the world of everybody for themselves.

Iak Hsehpen You are absolutely right. This state and its citisnes will pay very, very BIG time for its decision. No mortgages, car payments, COBRA (a joke as it is, anyway), no food, clothes, school supplies for kids, day care so you can actually leave home to look for a job or interview. More bankruptcies, more foreclosed homes (I like that one, housing prices will go down). As far as REALTHOUGHTS goes..my opinion, and personal experience with unemplyment and 3 children. Dream on, Dude. If you can't pay rent, utilities, car insurance on an older car, day care for the kids, buy an insurance policy for yourself and kids, and gas to get anywhere, repairs when your older vehicle breaks down...and OH YEAH...FOOD might be a nice addition for those 3 kids, don't you think? Maybe you do not think car insurance, health insurance, and food matter to those kids. I am so sorry for where and how you grew up to think a minimum wage job covers even 25% of these expenses. I'm sorry you have no clue.

A leader creates jobs to decrease the benefits many so need.

McCrory, is taking a gamble by making many possible homeless before creating the jobs.

There is not enough jobs for everyone, some will have to suffer and die off for McCrory.

Incentive to keep your job... now get back to work! If you dont have a job, and your 26 weeks of unemployment have run out... then either take that job you have been passing up because it does not pay very well, or its beneath you.... or welcome to welfare. Check your pride at the door.

Pat isnt thinking this one through..unemployed homeowners with no income = more foreclosures, unemployed people with no income means less purchases...i recently became unemployed for the first time as an adult & its been 2 months since my last paycheck. i will WORK for a living if someone can tell me where to find a job. I've applied for at least 50 positions and just today finally heard from one company in Cary. I am college educated, a home owner & out of work through no fault of my own. I was employed by IBM for over 18 years before my job/department was sent to Brazil. Being unemployed isnt the place I want to be, the pennies I am getting paid is almost $1k less than I made at my last job, so I'm not sure how some people think this is a vacation. If NC had more jobs, and not the $10.00/hr jobs, more people would be working. This governor came in and the first thing he did was take care of his boys with an 8% raises. In this economy raises are unheard of, 8% is just crazy.

I lost my job (due to no fault of my own- it was the economy) three years ago. It took me over a year to find work, and I was looking. My skill set is highly specialized; there are few jobs in my field; and I couldn't take a low paying job that would actually cost me money (I had to cover child care expenses and they are pricey).

I am not the only person to face this. I needed the benefits I received. As someone who has always worked, always paid my fair share of taxes and been a good citizen, I really resent being labeled a "lazy bum" and being told to do something to contribute.

That's mean, untrue and patently unfair to people who are doing the best they can with the hand they are dealt.

It was because of a mistake in accounting at the ESC, and that's a mistake that should be spread among all taxpayers, not just the unemployed ones.

Plus, whomever made that mistake should have been fired, not allowed to resign.

Way to go Pat. Someone who is not afraid to take on the fiscal responsibilities of this state.

It is time to start paying our debts, and creating a system that rewards and encourages work and personal responsibility.

Had Gov. Perdue and her lackies not fraudulently given away hundreds of millions of dollars in improper UE payouts, the problem would be less painful.

We need to seriously look at doing away with state income tax next and fund the state based on consumption taxes. That would bring in a lot of business and jobs.

I have been searching for a job for 2 years, cannot get a min. wage job maybe my age but I don't consider myself old Haven't reached retirement age over 37 years experience with same company still no job

If you quit or get fired for cause, you don't get unemployment.
