I couldn't agree with you more. The ONLY reason the Employment Security Commission exists is for the gov't to have another way to collect funds.......
To do that, they must keep one unemployed......

I did not send a resume.
I did not send references.
I did not network.
I did not do anything that any of the idiots at the Unemployment Security Commission said to do.
I wrote up a cover letter and hit my skills against what they have been advertising point for point. Not in paragraphs - but as a bulleted list, in which I only sent that page.
It is important to know that for 13 months I have sent 5,000 resumes out, filled out 650 online applications, have went to the employment office 42 times, have been to networking events 10 times, and have been to 5 career fairs and found out that traditionally, these may have worked.
They don't any more.
Find a job on any of the career sites. Print off the job description. Match up your skills against the job. Create a cover letter - and cover letter only - and send it in.
When they pick it, then customize your resume for the job.

Then make your resume with those skill sets ONLY. While it is nice that you have all the skill sets on the planet - they don't care - they want to know what you have current.
If you have been unemployed for a year or more - find something to do - volunteer at the local thrift store or church doing something that you have been doing at your last job to keep your skills current.
Then, when they ask you what you have been doing for the last year - tell them you have been volunteering your job related expertise. That is a + on your side.
Then, when they call you in - stick only to the job descriptions. Make sure you know how to answer common questions. Ask your neighbors or your friends to interview you.
Remain Calm. After 13 months, it is my first interview in 15 years. Your not alone.

Unfortunately though. that may be the way of the future. Look at Ford - many of their employees are losing pensions AS WELL AS health coverage. Seems like they could cut back on those union salaries and at least give one or the other to the folks who kept them successful.
So, who's doing what as far as job searching? I've been going to the local churchs' job seeker networking events. There is one most every weekmorning. Not had much success, but I'm getting my face out there and it's a good form of self discipline.
