I think the blog got buried - sorry. Rental cars CAN cross the border, but it's NOT a good idea under any circumstances. However, bus service from here to Brownsville is available, and then a cab ride across the border to the local airport (that's how I go to Guanajuato).
Entry to Mexico is easier than into the US, and if you use this link: http://portal.sre.gob.mx/usa/ your friend can talk to the Mexican Embassy and find out what requirements he has to meet. The last time I went, I just needed a birth certificate with a raised seal, but that was US citizen requirements, not El Salvadorian.
If that doesn't work, leave a note on my page and I'll get back to you with something else we can dream up.

Come to think of it, taking a bus from Matamorus to San Cristobal de Las Casas - or farther south if possible, is probably the least expensive route if your friend is male, and traveling alone without children. So he could (I believe) take a bus to Brownsville, a cab across the border to the bus station in Matamoros, and a bus from there to at least San Cristobal. Does that sound at all feasible?
