I think the actual crime you cited occurs inside the US. Generally (I believe) the way it is handled is through a conspiracy charge or use of federal communications to commit a crime. (I had very little involvement in those types of crimes, so I'm not certain of the exact charge.)
As it pertains to US citizens in Iraq, contractors (like the military) are covered by some form of a "Status of Forces Agreement" (SOFA) which applies to a number of crimes and gives the US jurisdiction.
