Either way, do what you must. As for me, I'll have a measuring apparatus to measure off 100ft from the nearest building to be sure we're in compliance.

I am only one smoker amongst many, but much of these problems could have already been solved. There are already workers stressed out while they are here. They use their breaks (if they smoke) to come out, smoke and vent their frustrations for a few minutes. Instead of posting all the signs saying where we "shouldn't be"... why not post a few that say "100ft".

As a smoker on campus I would like to commend you on your efforts to eliminate exposure to secondhand smoke to those that do not wish to be exposed to it. I understand your efforts and realize that the goal is to make the campus smoke-free. If you would take the time to ask a few of them; the problems you have with the current system are shared by the vast majority of the current smoking population.
One, it is not that they "refuse to move", it is that they don't know where to move. The practical effect of the policy on campus has done nothing more than left employees and visitors guessing as to where it is or isn't safe to smoke on their breaks. This is akin to driving down a highway and receiving a speeding ticket when there are no signs posted with the indicated speed. There have to be limitations/boundaries marked before you can punish those who step outside the boundaries.

In citing people who violate the policy, our intent is to promote the health and well-being of people on our campus. To help members of the Carolina community who would like to quit smoking, we will continue to offer smoking cessation assistance. For information, students should refer to the Campus Health Services Web site, http://campushealth.unc.edu, and faculty and staff should refer to the Environment, Health and Safety Web site, http://www.ehs.unc.edu.

The policy intends to eliminate exposure to secondhand smoke, and it applies to all visitors, patients, students and employees. We have no designated smoking areas, so the practical effect of the policy is that the campus is smoke free.
Until now, our focus has been on education about the policy and resources to help people quit smoking. But we are increasingly receiving reports of smokers who refuse to move the required 100 feet away from University facilities and who litter the ground with their cigarette butts.
