Mostly incompetence, Many people are simply incompetent and should not be licensed to drive.

I do it every afternoon about 5:15 or so and couldn't agree more!

BTW, I more often than not go with the flow, I find a spot, get comfortable, and kick in the cruise at 74 mph, I don't obstruct, I don't tailgate, I observe the flow and adjust my speed accordingly.
