Congress doesn't, no. The power of Congress with regard to the President is spelled out in the Constitution, and extends to impeachment in the House (as provided for in Article I, Section 2, Clause 5) & trial / conviction in the Senate (Article I, Section 3, Clause 6.)

Judgment in Cases of Impeachment shall not extend further than to removal from Office, and disqualification to hold and enjoy any Office of honor, Trust or Profit under the United States: but the Party, (defendant), convicted shall nevertheless be liable and subject to Indictment, Trial, Judgment and Punishment, according to Law.

Still, no prosecutor would attempt to pursue an indictment against a sitting president until Congress had availed itself of the impeachment process and removed the person from the office. In the event that they fail to do so, the person is open to indictment after leaving the office under normal circumstances. This is why Ford pardoned Nixon. Once Nixon left the office, he no longer enjoyed immunity and could have been (i.e. would have been) charged as a regular citizen.
