The siphon action in a toilet depends on a pressure differential of only a few inches of a water column. Disturb the air pressure on the top of the bowl water and you’ll disturb the flush action. Increased air pressure (over a couple of inches of water) on the bowl water will cause the water that enters the bowl to be blown out after the first full flush.
Let’s look at the pressure issue first.
The first questions: What kind of air conditioning system do you have in this area of the house? Is there an attic exhaust fan? Does the toilet double flush with the bathroom window open, the bathroom exhaust fan off and any A/C or roof exhaust fans off?
If the answers to these questions do not suggest a solution, I have others ....

The only thing that makes the toilet flush is the level of the water in the bowl.
Try this: Take a large trash can - 5 gallon or so - fill it up with water and dump it QUICKLY into the toilet bowl. The toilet will flush several times before all the water is gone.
You're trying to limit the amount of water reaching the bowl. The bricks (or whatever) will take up water space and reduce the total amount of water.
BTW, this is a good thing. You may be able to save a fair amount of water this way ....

Once the water level in the bowl goes below the weir level the siphon action stops and the bowl refils.
The only thing that will restart it is the water level gets high in the bowl again. BUT, if the rate at which the water enters the bowl is so fast that it breaks the siphon before the bowl is sufficiently emptly, then the cycle can repeat.
