update on the bite incident

Quick recap: My son was bit at school. It broke the skin and left a nasty bruise. He is scared to tell me who did this to him, and has implicated about 4 or 5 kids in his class at this point. I've brought it up with the teachers, and they've been pretty full of hot air so far.
Latest discussion: After emailing his teacher back (this would be the third email), I received a phone call from his resource teacher. Not about the bite, but about his performance in writing. We did discuss the bite tho, and she said she would talk to him about it to see about getting a straight answer, and also offered to connect him with the school counselor since he's obviously scared to discuss what is happening to him at school.
I never heard anything from the counselor who he was supposed to talk to on Friday. Never heard back from his teacher who said she would discuss the issue with my son and also the principal. The resource teacher also did not get back in touch with me after visiting my son Friday.
I got an email from the teacher today. She briefly stated that she asked him who did it, he supplied her with several names, and she 'left it at that.' Then stated she gave the info to the office, but they can't punish anyone if they don't know who did it.
So ya, that's it. A kid is being bullied in their school, he's being sent home with bruises and bite marks and god only knows what kind of mental damage is being inflicted upon him. But because he is too scared to give up a name, they are doing...NOTHING.
Any advice as to how to proceed would be lovely. I've sent an email to the principal asking her what the school's policy is on bullying, attached an image of the bite, and explained that he's been coming home marked up like this all year and is scared to tell on whoever is doing it.
I'd like some advise about how to move forward with this. I want to advocate for my son's safety and security, and all I seem to be getting from these people is a nonchalant runaround.

This Statement is just stupid. It is likely the parents do not know their kid bit someone. Society is JUST stupid to think that you will solve kids problems by suing..
