voter registration advice

Friend of mine wants to register to vote (for the first time ever - and he's 70) and I'm not sure where to take him. If anyone knows of the location I'm talking about, maybe you can direct us. He lives in Spring Lake, which is Cumberland County (I live in a different county). Does anyone know if there is a location in Spring Lake where he can register or would we have to go to Fayetteville? Also, I hear that they're doing voter registration on-line. This is new to me. Does anyone have details? Thanks in advance.
