More than a month after he dies, and the state still doesn't know the facts of the death? Sounds like officialeze for "big, huge coverup and denial over at Orange County EMS".
Thank God for the state investigation, the only way we will ever know why and how.

For the reason of clearing themselves. that is the purpose of signing the paper. Their purpose is to offer emergency help and get you to the nearest hospital. If you say I don't want to go now they make you sign the release paper releasing them of the responsibility should something happen to you later. They can verify that easily. If they didn't get a release paper then they are in big trouble.

I don't know that the kid refused. I don't understand why Atlas wouldn't have called his folks. They would have come over and he wouldn't have been alone. They might have made him go on to the ER too.
