Commercial Aviation is required to have flotation for every passenger they CAN have aboard. Chutes need a mandatory minimum to deploy, and SKILL to use... then they can act like an anchor if there is a current undertow if the person fails to release it (you get pulled under). Not to mention you have no flotation device then. So stick to a flotation pad.
Plowing, is no problem. Most of the drivers have 4WD. Often they will plow out their driveways and roads so THEY can get out before getting to work to use the fullsize trucks. Unless we get 12-18 inches would there be an issue. Over 2 FEET have fallen before (Halloween in Minneapolis if you want to check) in one storm. Even then the guys pulled double overtime in the trucks.
You CAN drink in a car. Limos. As long as there is a barrier between the driver and passenger cavity it is legal, just not for the driver.

There are three major interstate highways in Hawaii, creatively named H-1, H-2, and H-3, and a little-known fourth, H-201. They are called "interstates" because they are all part of the national network of interstate highways — technically the The Dwight D. Eisenhower System of Interstate and National Defense Highways — and were built with the same funds and built to generally the same specifications
When I first read it, I just pictured cars driving off into the ocean....lol
