What I do is put a little hot water in the bottom of the container and then put in the salt. Stir it around to mix (if you're going to do sugar, put it in now too) and then add the poultry and the rest of the water to cover it.
Do you ever make salt water to gargle with with your throat hurts? That's about the same ratio I make to brine. It's kind of loosey-goosey though.
