slow trip out of johnston county

Who got stuck in this morning's big delay on I-40 West coming out of Johnston County?
It stemmed from the overnight tanker wreck at the I-40/440 split in Raleigh. The lanes all were open by 6:30 this morning, but traffic was nightmarish on westbound 40 approaching the accident. Traffic slowed in advance of Cornwallis Road in Johnston County and crawled along all the way to Raleigh.
Some tipsters say the DOT had signs indicating closed lanes -- when they were open. I saw a couple of those big flashing arrows on 40 West, just past Jones Sausage Road.
So, if you were stuck in the mess, what caused it? Onlooker delays, those confusing signs or both?
