animal concern - animals kept in a an unairconditioned garage

We have a friend (former) who I discovered was leaving her animals in an unairconditioned garage with a very small vent fan. I discovered this yesterday when I saw that her garage window was wide open and that the fan had fallen down.
I had several concerns:
1. The animals might gert overheated and suffer from heat exhaution and possibly die.
2. The animals could have escaped out the window.
3. The fan might not be rated for wet weather if it rained which could result in a possible fire.
She is current not at the house full time and is the process of trying to sell her house and move. We called the person who arrived about 30 minutes later and I met her and re-iterated the concerns.
She was very nasty and did not see that the animals were in any jeopardy. Needless to say, we have cut our ties with her as we believe in the welare of animals and in my opinion, in this summer heat/humidity, I would never keep our animals in this enviornment.

MORE INFO:
I have worked in my garage on a hot day and the temperature around 3 or 4 PM is at the outside temperature or higher.
The owner has one animal that has medical problems that may be impacted by the heat.
Some times it's three days or longer before we see the owner's car. Not sure if anyone is taking care of the animals.

So did I...some 60+ years ago, but the environment is different now. Shouldn't we then enlighten ourselves and act according to the new environment, or should we stick our heads in the sand and pretend everything is as it was wayyy back then???
60 years ago it was thought that it was ok to eat green potatoes; now we know they're toxic. Should we still continue to eat it to the detriment of our health (it causes intestinal distress and flu-like symptoms)??? sheesh
