why do people litter?

I've got one for you, why do you think people litter? How can people be on a river, or driving in the country and think absolutely nothing of throwing their trash down among the flowers and trees or in the water? Or even be walking in the city and just drop it on the sidewalk.
I will stop people that I see walking and littering and ask them to please pick it back up (doesn't work very well, I might add -- and I ask nicely). I just don't get it!
It's like someone wanting to scribble over a pretty painting or photograph, and worse -- due to the after-effects to the environment.
What are your thoughts?

The other day, I was pulling into my driveway (where we currently live) and saw this black thing beside the woods that we keep natural as a buffer to the main road. I went to see what it was and dang it all! It's the screen of a large screen TV. The rest of the tv is in MY woods. ARGH!!! Now I have to go clean up the mess someone left me.
Makes me so angry!!!

There's about 25-28 homes in my neighborhood. There are 5 with yards that have trash on them and overgrown grass usually. Four of those families are from the same country down south (not Mexico), one other is a young white couple with a baby. The clean yards are all a mix of white, tan, brown, black, smokers and non smokers.
It's a non caring attitude that some people get. I don't know why. I'm tired of seeing all that trash when I walk my dog. One day there were even diapers on the road. Yuck.
On a good note, a few families on my road are putting in similar gardens in the front of their places. I'm going to start mine and follow suit.
