raleigh taking advantage of eminent domain

I read this story, and while I might not have gotten out of it what I was suppose to... here is what I am concerned about.
1) with the issue after the Kelo incident, is this really appropriate for the city to be doing at this time considering the huge public back lash from the Kelo issue?
Especially when you are talking about potiticians trying to bring business into NC....
2) Is this type of spending really appropriate right now? And considering what it is .. as they said "Raleigh's living room". Really, is this a necessary expenditure considering they just had to raise property taxes to raise revenue? And Raleigh city, itself, is trying to come up with ways to raise taxes either by property taxes or increase in sales tax.
It seems to me, this is just another wasteful expenditure by our officials who aren't concerned with the taxpayer's pocket at all. Especially in what so many are finding to be "tight times".
Perhaps I'm missing some potential here.
What distresses me is that we may not have even known about it, had it not been an issue and Raleigh be pulling this stunt.
I'm getting a little sick of officials spending my money like that
