As crude oil hits new highs, the Dow falls 227 points. The Federal Reserve forecasts slower growth, more unemployment and higher inflation. Airline stocks are crushed; American Airlines says it will cut capacity by up to 12%. HP shares slump despite higher profit.

It's not untouched - China and Cuba are drilling there as we speak. It's only American companies that are barred from drilling off the coast.

Very true.
It's time to drill for oil where possible domestically, inclusing the eastern half of the Gulf of Mexico (currently untouched to protect the environment of Florida's coast) off of the coast of NC, ANWR and in Montana where new reserves have recently been announced.
Secondly, a major incentive to build new refineries should be passed in order to make it economically irresistible. Coupled with streamlining federal environmental impact rules and limiting court challenges by the CAVE* crowd, perhaps they could come online in 5-10 years.
And I don't blame Bush for all of our problems. I just don't think he's done a good job in a lot of aspects, particularly in fiscal areas.
