WASHINGTON (CNN) -- Republicans in the House of Representatives blocked a $163 billion war funding bill Thursday, dealing a surprising defeat to Democrats who had expected to pass the measure.

The vote was 141-149, with 132 voting "present" -- a way of registering dissatisfaction with the bill without having to go on record as having opposed funding the troops. House Democrats are calling the Republican move a political stunt.

The Republicans complained that Democrats short-circuited the legislative process by taking the bill straight to the floor without an opportunity for them to offer changes or debate the merits.

The funding is expected to be restored when the Senate takes up the measure next week.

A measure that included a nonbinding plan to for troops to be withdrawn from Iraq by December 2009 passed 224-196, mostly along party lines.

A measure that would give veterans of the wars in Iraq and Afghanistan full four-year scholarships, dubbed a new G.I. Bill, also passed by a vote of 266-166, short of the two-thirds needed to override the promised veto by President Bush.

The added benefits would cost $52 billion over 10 years and would be paid for by a 0.5 percent surtax on individuals making more than $500,000 a year and couples making more than $1 million.

Calling the new tax a "patriot premium," Democrats argued that it was time for wealthy Americans to share in the sacrifice that troops are making in Iraq.

A Democratic aide said the House Democratic leadership had decided not to contest any Republican effort to derail the bill, leaving the GOP members of Congress to explain their positions.

"They either voted to delay funding for the troops or voted against the war," the aide said.

House Appropriations Committee Chairman Rep. David Obey, D-Wisconsin, said the Republican tactic meant they were panicked.

"What they did is what happens when panic sets in after they lose a Mississippi House seat," he said, referring to the Democratic victory Tuesday night in a special election for what had been a staunchly Republican congressional district.

"We won," Obey said, noting that other parts of the bill passed.

Florida Republican Ginny Brown-Waite charged that the Democrats were playing politics with the troops and that the new tax would only damage the sluggish economy. But in the end, 32 Republicans voted with Democrats on the measure, passing it 256-166 -- short of a veto-proof majority, however.

The House also passed a 13-week extension on unemployment benefits and a nonbinding proposal that calls for the Pentagon to begin redeploying U.S. troops from Iraq within 30 days, with the goal of getting all U.S. troops out of combat operations by the end of 2009.

Like it or not, time is just about up for the Iraqis freeloading off our tax dollars. The American people (finally) have had enough of the Bush Administration's drivel (lies) about "the safety of America hinges on Iraq's security". The constant Iraqi infighting is a testament to how they really care about their own country - not freakin' much. Instead of peace they choose war; instead of prosperity they choose destruction; instead of unity they choose division. And there is nothing anyone on this planet can do to force them to make "the right" choice for their country. Bottom line: American troops in Iraq need to be brought home. The Iraqis can sort out their sectarian issues on their own.

gzchem tmedlin has it right. This is simply election year games going on. Both sides do it. It is advisable to look deeper at what is really being done. Lets talk about the benefits. What if they pulled the education benefits and other veteran benefits into a separate piece of legislation? I guarantee you that it would pass in a heartbeat. But that is not what they are trying to accomplish. They are just trying to create political fodder to be used during the election cycle. We truly do need to completely replace the entire Congress; regardless of party affiliation.

gzchem - this bill was yet another pathetic attempt to lose the war and CNN intentionally left out the part requiring troop withdrawl to being within 30 days... they have known for months that they are NOT going to manage the war from within congress...I believe they have put a bill similar to this one up for a vote about 60 times, instead of bringing legislation to the floor that can be passed. This is why their approval rating is so low - they aren't serious about anything.

Its interesting to see how the Bush Administration is quick to send hundereds of billions of dollars to the shiftless Iraqi government but rejects a bill increasing benefits for the Iraq and Afghanistan war veterans. This administration's thinking is just flat out sensless.

And these people say they know what's best for us, GIVE ME A BREAK!!!....they know how to jerk people's lives around like puppets and line their pockets at the same time. They're all in it for the money......egotistical greed is running this country.

Sorry, didn't mean to insult the children. We have a do nothing Congress.

Small wonder that the US Congress has such a small approval rating. Grown adults acting like small children.

withdrawals (sp)

this is what, about the 60th time the house or senate has brought up a bill to lose the war? funny this article (of course from CNN) says the dems were surprised...they weren't surprised, at all. The R's have been on the record for well over a week that they were NOT going to buy into a bill that required troop withdawls to being within 30 days of signing the bill. maybe I missed that little tidbit in the article...I did - because they CHOSE to omit it! pffft! This will continue, just like the last time - until the last minute...political posturing...If they try it again in the fall, it may pass; by then we should be able to withdraw more troops, but they sure as hell won't all be out by the end of 2009. Not even Obama is promising that...just more legislative silliness...

Please please everyone, let us rid ourselves of this house of fools up in Washington. Every single one of them that is up for re-election in November. Please we need to get all of the out.
