Get with Pikemom. She's done some cute stuff along these lines recently.

Photoshop will do about anything you wish. I am still using PSP8 more than ( Adobe) Paintshop or photoshop. Just choose a color you wish for the line, then line tool, the size of the line, the preset shapes, select oval, click and drag out the oval, and voila ! You may have to try a few times to get the hang of the shape placement and size proportion. Good luck.

...and there is always the HELP toolbar...

I use paint.net and it works wonderfully. It is a FREE program and it can do lots of neat stuff, it just takes a little practice.

I will post some of my 'signatures' I have made in my image gallery if you want to check it out!

Photoshop can do many things, but ...

It has a steep learning curve, and it's expensive. I'd check into seeing if what you are trying to do is possible with the software you have available first.

Try Gimp:

If you need help let me know, I use Photoshop regularly when I do design work.

blackdog, I have used the tool bar help on paintshop it didnt help but I found what i needed thanks

I think PaintShop Pro has an option to use a color called 'Transparent.' If you have that in your version, you can do this. Just make a big block and fill it with the color you want for the frame. Then inside that block, draw an oval, whatver size you need, and fill it with the 'transparent' color. Load your picture over it. Use the 'Order Object Menu,' select 'Move to Back.' The picture will be moved 'under' the block, and will show through the 'transparent' oval. If I merember it right. (Typo is untentional!) G'Luck!

I train people in how to use the various Photoshop applications, so perhaps I can help you a bit:

Get Photoshop Elements if you are an amateur photographer trying to do the fairly common stuff. It's a 'lighter' version of ther big program and costs several hundred dollars less - typically around $85 for the latest version vs. $600 - $700 for a licensed version of Photoshop CS3.

Additionally, Elements comes embedded with one of the best photo organizing programs I have ever seen.

As for PS itself, Scott Kelby is perhaps the best writer out there when it comes to books: 'The Adobe Photoshop CS3 Book for Digital Photographers' covers how to do exactly what you wanted to do in your original post in about 2 minutes. It's written in simple step-by-step procedures that I find people learning the program find very easy to use.
