advice about photoshop

who uses photo shop ? I want a program that can do what the photo stores do, they put that little color in an oval shape around a picture of someone.
I have paint shop pro 7, its old and I dont know if it has it. any suggestions

It has a steep learning curve, and it's expensive. I'd check into seeing if what you are trying to do is possible with the software you have available first.

Get Photoshop Elements if you are an amateur photographer trying to do the fairly common stuff. It's a 'lighter' version of ther big program and costs several hundred dollars less - typically around $85 for the latest version vs. $600 - $700 for a licensed version of Photoshop CS3.
Additionally, Elements comes embedded with one of the best photo organizing programs I have ever seen.
As for PS itself, Scott Kelby is perhaps the best writer out there when it comes to books: 'The Adobe Photoshop CS3 Book for Digital Photographers' covers how to do exactly what you wanted to do in your original post in about 2 minutes. It's written in simple step-by-step procedures that I find people learning the program find very easy to use.
