RALEIGH, N.C. — The Senate held an unusual Friday session to help clear its calendars as members get ready for the end of the 2016 legislative session.

The Senate Education Committee passed a bill that would create an "achievement school district," putting five low-performing schools under new management, most likely a for-profit charter school operator.

The Senate Rules Committee rolled a trio of proposed constitutional amendments into one bill: limiting eminent domain, capping the state income tax rate at 5.5 percent and guaranteeing the right to hunt and fish in the state.

The full Senate approved a raft of legislation, including changes to how the Innocence Inquiry Commission operates and restrictions on access to kratom, an herb that some lawmakers say creates an opioid-like high.
