What's the problem with Fayetteville? Is it lack of law enforcement? Large presence of gangs? Large presence of military personnel?

Seems like Durham use to be the black cloud over NC. Well, it still is, but Fayetteville has become a black cloud also and seemingly the area of degredation of society.
