Most men are wanted for one thing or another. So, where's the news here?

"Evans is wanted on charges of assault with a deadly weapon with intent to kill inflicting serious injury,..."

What's the difference in "with intent to kill inflicting serious injury" and 'attempted murder'? Does the charge he got come with less punishment? If he grazed her HEAD with a bullet, isn't that quite simply attempted murder? He OBVIOUSLY was trying to kill her. He simply missed.
