DURHAM, N.C. — Durham County Manager Mike Ruffin plans to retire next year more than 13 years on the job.

Ruffin cited family reasons in a letter he sent to members of the Board of Commissioners on Monday. His last day on the job will be Jan. 31.

"I have aging in-laws who have been wonderful to my wife and me over the 21 years of our marriage," he wrote. "It's time for us to return the favor and help take care of them. This will require my relocation to the Charlotte area."

He thanked the board and current and former county employees for their work and said he's proud to leave Durham County in "the best financial condition it has ever experienced."

Ruffin's tenure hasn't been without controversy. In 2004, the Board of Commissioners voted to fire him, but a few months later, after a new board was voted in, he was rehired.

He is the third county manager to announce his departure this summer. Wake and Orange counties are also searching for new managers.
