RALEIGH, N.C. — The man hired to get North Carolina's ferries back on track after a federal investigation has been fired.

Harold Finch was brought in to develop a new business plan, create a team atmosphere and analyze operations, but state Department of Transportation officials said not all of that was done.

Finch took the job after the agency's former director, Jerry Gaskill, was convicted of lying to investigators about illegal dredging in Currituck Sound.

While on the job, Finch raised questions about operations, including overtime and purchasing, and the DOT is still investigating some of those issues.
