Condition upgraded for man hit on Western Blvd.

— Rashid Pierre Riboul, 23, of 14174 Old Lake Road in Riegelwood, was in good condition at WakeMed Hospital Monday.

Riboul was hit by a car Friday as he crossed Western Boulevard near Avent Ferry Road.

The driver of the car, LaTonya Lynnette McKoy, 22, of Raleigh, was cited for driving without auto insurance. A police report said that McKoy had a green light and was going at the posted speed limit of 45 mph.

    I work at a university and the students think the law whereby pedestrians have the right of way means that they are free to sashay wherever they want, whenever they want and traffic will automatically stop in its track for them - they don't bother to look right or left. They don't realize that that law means, according to campus police, "IN THE CROSSWALK WITH THE LIGHT"

    I agree a lot of people do cross without respect for traffic. A lot of college students contribute to the high foot traffic in the area.

    In regards to stormy13's comment - she probably had insurance at the time she registered the vehicle, but her insurance could had lapsed. Most people have ins policies for 6 mos increments whereas you only need inspections and registration renewal annually.

    I drive through that area every day going to and from work. People dart out between the bushes and trees without so much as looking to see if a car is coming. Really surprised this hasn't happened before now. Regarding the insurance thing, how did the car get registered and tagged without proper insurance?

    The story said that she had the green light and was going the posted speed. Doesn't sound like a careless driver to me. Sounds like a careless pedestrian crossing against the light.
