At this time equipment failure is conjecture since his equipment has not been recovered. The diver surfaced, was semi-conscious with eyes open, but could not move his limbs. Another diver attempted to support the victim until the dive boat could retrieve them, but the diver could not hold up the victim long enough for a rescue; the victim, with no positive bouyancy, sank toward the bottom. The accident happened on or near the Frying Pan Shoals.
