— A registered sex offender has been charged in the December rape of a 13-year-old girl in Chatham County, authorities said Wednesday.

Phillip Broyal, 30, of 327 Vander Oldham Road in Bear Creek, faces one count each of felony indecent liberties with a child, felony statutory rape and felony child abuse inflicting serious bodily injury. He was placed in the Chatham County jail under a $500,000 bond and is due in court March 11.

Broyal registered as a sex offender in Chatham County in July 2011, according to the sheriff's office. He had previously been convicted in Granville and Durham counties on felony indecent liberties charges.

I think there should be a law 1st degree 2nd degree and 3rd degree for sex offenders just like murder convictions. If found to be 1st degree the Castration applies and I guarantee that sucker wont rape or ever have sex again bottom line.

JKKC - I disagree with you strongly! I have yet to see any offender be rehabilitated. I watch things like this in a number of States and they invariably reoffend at some point!

Lock him up! He should not be let out as he will offend again! What is a matter with these people? Sick, Sick, and more sick!

Maybe the Feds should handle these cases because they put everybody in jail. A sex offender gets less time being a child rapist and molester than a non violent drug offender!!!!!! Go figure.

Nancy, all I do is work with former offenders of all types of crimes, I am a big supporter of banning the box. You don't want it banned, then don't complain when you have to give up more taxes to take care of them. A majority of former offenders are able to reintegrate into society, some don't and can't. I grant you that. However, you have to give them a chance or figure out how you are going to provide for them. But if you are not willing to do that, don't complain when they have to make money 'other' ways. Remember, many have families and you hurt the families also with the 'I don't care' attitude.

To borrow a line from Uncle Teddy: "I don't like repeat offenders. I like dead offenders."

A repeat offender, how unusual. .

If he had these prior prosecutions and that is more than one.... he needs to be put away. You cannot cure a sex offender. That has been proven. I live near Bear Creek and this is disgusting.

Now, who was it that wanted to remove the "box" from the employment application that would not allow an employer to know their criminal felonious past? Sound good?
