Do away with indoor banking, without an appointment. Keep all doors locked, until the person is identified and has all headgear removed. Open the outer door but keep the second door locked, until the outer door is locked back. Then the person will be required to give a thumb print and government issued ID, while being watched. Once that is done, the person can be allowed inside the bank. Other than that, all banking will be done via drive through. As long as banks are wide open, bank robberies will continue.

Bank security is a joke. While the guards can't force anyone to remove head/face covering, the bank should be allowed to require anyone this covered up to use outside ATM or teller services.

He should be fairly easy to spot, unless, of course, he considered changing his attire.

Finally. A bank robber who covered his face BEFORE going into the bank. He also either had transportation waiting at a strategic location or someone waiting for him. If he was really smart, he will burn the clothing he was wearing. We will see in the coming days.
