South Carolina Gov. Nikki Haley plans a major economic development announcement in Sumter County nearly a week after a county official said Continental Tire will build a plant there.

COLUMBIA, S.C. — South Carolina Gov. Nikki Haley plans a major economic development announcement in Sumter County nearly a week after a county official said Continental Tire will build a plant there.

Haley's office will only say a major announcement is planned in Sumter on Thursday.

But Sumter County Council Chairman Eugene Baten said last Friday that the German tire maker planned to invest up to $1 billion and create up to 1,700 jobs at a new plant in Sumter County.

Haley's office has refused to confirm the remark. On Wednesday state Commerce Secretary Bobby Hitt also said he would not comment because companies make the announcement.

North Carolina legislators told the StarNews of Wilmington on Tuesday that North Carolina lost a bid for the plant to South Carolina.

The site in Brunswick County was linked to several large Democratic donors, and the Republican leadership in the North Carolina Senate criticized the state's proposed incentives package to attract the plant.
