HOLLY SPRINGS, N.C. — The North Carolina Court of Appeals on Tuesday affirmed the state decision to award the right to build three new operating rooms in a Holly Springs facility run by Novant Health, Inc.

The competition to serve the growing population of Holly Springs and southern Wake County is a heated one that has played itself out in both legal and legislative arenas.

Tuesday's ruling denied the claim of WakeMed and Rex, which also wanted to build ORs and sued the Department of Health and Human Services to argue their case.
